The U.S. Agency for International Development (USAID) has awarded the American University in Kosovo Foundation Inc, a grant to implement the Transformational Leadership Program – Immersion and Public Service Courses. This page is dedicated to the Public Service Courses.
The goal of the PPDL Certificate Program will be to assist the people and Government of Kosovo in increasing public policy development and leadership capacity at both central and municipal levels. Many of Kosovo’s young governmental institutions lack sufficient personnel with critical advanced skills for evidence-based policy development, decision-making, and professional leadership. There is also a need for addressing the shortage of analytical skills that impact the country’s most pressing social and economic conditions. The PPDL program is primarily targeted at early to mid-career government employees, aiming to build cohorts of comparably trained individuals to improve Kosovo’s governmental institutions and drive positive change.
Over a three-year period RIT Kosovo (A.U.K) will provide PPDL training to as many as 1,000 civil servants.
RIT Kosovo (A.U.K) CERTIFICATE IN PUBLIC POLICY DEVELOPMENT AND LEADERSHIP (PPDL)
The goal of the fourteen-week PPDL Certificate Program is to assist the people and Government of Kosovo in increasing the public policy development and leadership capacity at both central and municipal levels. This program will provide specialized training in professional leadership, public policy analysis, evidence base decision making, and program evaluation. The PPDL training program will consist of two modules taught over a fourteen-week period (48 contact hours) running concurrently with the regular RIT Kosovo (A.U.K) semester schedule.
Module 1 – Foundation
- Foundations of public policy development and analysis
- Techniques of effective leadership and respect for diversity
- Policy cycle (from agenda setting to implementation and policy evaluation)
- Strategies for effective stakeholder engagement in the policy process
- Key tools and practice in writing effective policy memos, using evidence in decision making, applying cost benefit analysis and policy evaluation

USAID TRANSFORMATIONAL LEADERSHIP PROGRAM
The purpose of the Transformational Leadership Program is to develop a cadre of leaders to drive significant change in Kosovo aimed at priority economic, political, and social development areas. This is to be accomplished through a five-year Cooperative Agreement that will facilitate higher education scholarships, professional certifications, in-country training in immersion and public service, internships, exchanges and partnerships between Kosovo and American universities, with the aim of creating a lasting impact on Kosovo’s socio-economic development.
